During a trip to Chile in 2018, I was surprised by how many dogs lived on the streets, and yet seemed well fed and cared for. Apparently, the locals accept the dogs as part of their community and take 'part-time' responsibility for the animals. This ensures that many of the strays are in relatively good health and behave well, having been socialized.
However, it's not all paradise for dogs in Chile. There are approximately five people to every one dog due to their 'no spay' policy. Therefore, a surplus of dogs roam the streets; not starving, but also not in particularly good health. This is due to their poor, mainly grain-based diet as people tend to feed them bread. Compared to many other countries I've visited, these dogs are at least shown respect and affection due to the majority of people in Chile being more accepting and community-based.
They say you can tell a lot about a country by the way they treat their animals and children so Chile fares well.
