Form-based zoning and subdivision regulations govern the walkable portions of the county, while use-based rules govern the drivable, suburban portions. Retrofitting for complete communities of form-based neighborhoods are allowed by right in most zoning districts. A companion comprehensive policy plan is keyed to the place types of the code.
